First let me say that I wish this woman a speedy recovery. With that said, Yes people do need to pay attention more and slow down in this area but there is a small ridge when you come up to this spot that makes it very hard to see what's up ahead. Also this company has been working here in the past and just like when this happened, they never have any road work signs out, which is required any time you are going to be stopping traffic or working in or near a road, even for just a minute. I hope this man has a good lawyer that knows road work regulations.
