On Friday, February 9, 2018, at approximately 4:00 pm, Master Deputy Erik Hinchey was monitoring traffic on Pairgin Road, when a blue sport utility vehicle passed his location with a fractured windshield. According to Washington County Sheriff, Fred Newman,
Master Deputy Hinchey initiated a traffic stop on the vehicle and made contact with the driver. During his contact Master Deputy Hinchey observed items related to drug activity and detected a chemical type odor emitting from inside the vehicle. A narcotics K9 was deployed and after a positive alert from the K9 a search of the vehicle was conducted. The search produced various narcotic drugs.
Fred Allen Parks, age 53, of 1805 King College Road, Bristol Tennessee, was arrested and charged with the following:
Felony possession of Hydrocodone
Felony possession of Methamphetamine
Felony possession with intent to distribute Methamphetamine
Misdemeanor possession of Marijuana
Misdemeanor possession with intent to distribute Marijuana
Misdemeanor possession of Buprenorphine
Misdemeanor possession of Alprazolam
Traffic Summons for Defective Equipment
Parks was transported to the Abingdon facility of the Southwest Virginia Regional Jail where he is being held without bond.
